## Release rule

Keep release blocked when a material configuration version is unknown, required evidence is absent, forbidden evidence crosses a boundary, a material claim lacks support, a citation cannot resolve, expected abstention fails, or a predefined security veto remains open. RE098 remains `NOT_RELEASED` until repaired cases receive independent adjudication and an affected-scope rerun.
