Worked example: “missing license” becomes an equivalency review

This hypothetical example is not a real applicant or validated hiring result. A triage rule expects one state license string and marks an application incomplete. The source resume instead cites an active license from another jurisdiction plus a transfer application. A name-match extractor also has low confidence because the document is multilingual. Automatic closure would be unsupported.

  1. Keep the source. The workflow cites both license and transfer spans, preserves the original language, and records extraction uncertainty.
  2. Route the exception. The gate state becomes equivalency review, not failed. An authorized credential specialist checks current role and jurisdiction rules.
  3. Separate eligibility from merit. No rubric score changes while credential eligibility is unresolved, and no language, nationality, or name inference enters qualification review.
